What do you need to know when obtaining a Permanent Residence Permit for a foreigner in Ukraine?

A Permanent Residence Permit is a permit in the form of an identity document for a foreigner or stateless person, which confirms legal grounds for permanent residence (Ukraine). Since 01.06.2018 it is made in the form of a card with a contactless electronic carrier.

Visa is issued to foreigners or stateless persons who have a permit to immigrate to Ukraine. Grounds for obtaining the service: obtaining an immigration permit, arrival at a permanent place of residence.

Documents for immigration permit may be submitted in Ukraine to the migration authorities and abroad, at the place of permanent residence, to the Ukrainian consulate.

Cost and terms of obtaining a Permanent Residence Permit in Ukraine

The service of obtaining a permanent residence permit in Ukraine is provided in two stages, each of which is paid separately:

  1. Obtaining an immigration permit is the first stage, which includes the preparation and submission of documents to the State Immigration Service/Consulate. The immigration permit is issued as standard within 6 months at the migration service and within a year at the consular office after submitting the application.
  2. Accompanying the acquisition of a permanent residence permit is the second stage, which begins after the issuance of the Immigration Permit. If you are determined to continue the process, we offer assistance in obtaining a D visa to Ukraine and submitting documents for obtaining the permanent residence permit itself.
The cost of the first stage may differ depending on the reasons you have for obtaining a permit, because individual cases require additional preparation, for example, the preparation of documents to confirm the status of a highly qualified specialist (IT), or preparation for an interview to confirm family ties.

It is obligatory to obtain a Permanent Residence Permit in Ukraine 15 business days prior to the end of the legal stay of a foreigner in Ukraine. The period of validity of the Permanent Residence Permit is 10 years. After expiry of the period, it is neces

What is the immigration quota and the process of obtaining a Permanent Residence Permit outside the quota?

Under recent changes in Ukraine's immigration procedures, an immigration quota is only established in the case of mass entry of foreigners. Grounds for obtaining a residence permit in Ukraine include:

  • Scientists and cultural figures. 
  • Highly qualified specialists and workers, along with their spouses and children who have arrived in Ukraine together. 
  • Individuals who have made a foreign investment of at least 0,000.
  • Siblings, grandparents, and grandchildren of Ukrainian citizens.
  • Individuals who were previously Ukrainian citizens.
  • The spouse of an immigrant, their children, and non-working parents considered as members of the immigrant's family. 
  • Victims of human trafficking.
  • Those who have served in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine for a minimum of 3 years, or have been deemed unfit for military service by the military medical commission.
  • Those who have continuously resided on the territory of Ukraine for the last five years based on a temporary residence permit (due to employment, volunteering, religious activities, etc.).
  • Individuals married to a Ukrainian citizen for more than two years, as well as children and parents of Ukrainian citizens.
  • Guardians or trustees of Ukrainian citizens, or individuals under the guardianship or trusteeship of Ukrainian citizens.
  • Those with the right to acquire Ukrainian citizenship based on territorial origin (excluding those who were previously Ukrainian citizens).
  • Ukrainian expatriates, their spouses, and children when entering and residing in Ukraine together.
  • Stateless individuals who have resided for more than 2 years based on a certificate.

Stages of the Permanent Residence Permit Process in Ukraine

  1. Obtaining an Immigration Permit: Document processing times are up to 6 months at the migration service and up to 12 months at the consulate.

  • a foreigner's passport or stateless identity document with type D visa, unless otherwise stipulated by the legislation and international treaties of Ukraine (returned after presentation) and a copy thereof;
  • translation into Ukrainian of pages of the foreigner's passport or stateless identity document with personal data, certified in the manner prescribed by the legislation;
  • documents on the place of residence both in Ukraine and abroad;
  • a document confirming the absence of diseases established by the Ministry of Health;
  • a certificate of no criminal record;
  • documents confirming that the foreigner has grounds to immigrate to Ukraine.

Documents to be submitted for obtaining a Permanent Residence Permit

  • a foreigner's passport or stateless identity document with type D visa, unless otherwise stipulated by the legislation and international treaties of Ukraine (returned after presentation) and a copy thereof;
  • translation into Ukrainian of the pages of the foreigner's passport or stateless identity a document with personal data, certified in the order established by the legislation;
  • documents certifying the identity of the legal representative and confirming the authority of the person as a legal representative (in case the documents are submitted by the legal representative) (originals are returned after submission, copies are submitted);
  • copy of the decision to grant an immigration permit or according to the category of aliens and stateless persons of the categories specified in the law.

Can documents for obtaining an Immigration Permit and Permanent Residence Permit be submitted/received remotely or through a proxy?

Unfortunately, Ukrainian law only allows for the in-person submission of these documents. However, some consulates abroad may issue immigration permits. This means that the initial and often time-consuming stage can be completed at your place of permanent residence, while the actual permit can be obtained in Ukraine.

We caution against placing trust in companies or online articles that promise to handle everything on your behalf or serve as your proxy, as such a service is not under Ukrainian legislation.

What age do I have to be to apply for a Permanent Residence Permit?

The Permit is issued to foreigners or stateless persons who are legally staying on the territory of Ukraine and

  1. have reached the age of 16 (on the basis of application forms submitted by them personally);
  2. have not reached the age of 16 or are recognized as having limited or incapable of legal capacity (on the basis of application forms of one of the parents (adoptive parents) with whom they live).

Please note! The validity period of the residency permit is 10 years, and after its expiration, the permit for permanent residency needs to be renewed.

How long do I have to stay in Ukraine after getting a Permanent Residence Permit?

The Permanent Residence Permit in Ukraine does not require a foreigner to reside in Ukraine permanently or refrain from temporary travel abroad. A foreigner has the right to stay in Ukraine or abroad as long as he needs without any restrictions.

What benefits does the Permanent Residence Permit provide in addition to the right to permanent residency in Ukraine?

If you obtain a Permanent Residence Permit, you may relocate your family members (parents, children, spouse) to Ukraine. In addition, after 6 months from the day of obtaining the Permit you can bring your car into the territory of Ukraine without paying customs duties.

What shall I do if I have no grounds for getting permanent residence permit?

Is it possible to get permanent resident status without personal appearance?

No. In order to apply for permanent residence permit and to get it, personal appearance is necessary, for your fingerprints, photo and electronic signature will be taken. Other documents, however, can be prepared without personal appearance.

If I have a Permanent Residence Permit in Ukraine, do I need to get a Work Permit?

No, a foreigner with a Permanent Residence Permit does not need a Work Permit.

Do I need a TIN to get a Permanent Residence Permit in Ukraine?

No, you do not need an ID code to submit documents and get a Permanent Residence Permit. But to deal with property and employment issues, etc., you'll need to obtain the ID code.

Exchange or extension of a Permit for permanent residence in Ukraine

The exchange of a permanent residence permit is carried out in such cases:

  • changes in the information entered in the passport (for example, a change of surname after marriage or divorce);

  • detection of an error in the information entered in the certificate;

  • expiration of the permit (permit is issued for a period of 10 years);

  • unfitness of the permit for further use;

  • reaching the age of 25 or 45 by a foreigner or a stateless person (in the case when the foreigner has an old-style passport that does not contain a contactless electronic medium);

  • in case of loss or theft of the previous permit.


Pay attention!
There is no provision for the exchange of a permit at one's own will, so the migration service carries out the exchange of permits for permanent residence only on the grounds specified above.

When exchanging a permit for permanent residence, you need to know:

  • If you have an old-style passport, before exchanging the passport, the migration service will check the legality of obtaining a permit to immigrate to Ukraine and the grounds for issuing the previous document. It is at this stage that problems may arise, which often lead to cancellation of documents and expulsion from Ukraine. We will provide preliminary verification of the document and consultation on passing the verification.

  • In case of violation of the deadlines for submitting documents for the exchange of a permit, a foreigner may be held administratively liable.
