Turnkey licence for fuel trade without sales locations

In winter of 2021 we were approached by a client who asked us for help in obtaining a license to trade in fuel without a place of sale from Dnipro. 

The difficulty with this type of fuel licence is that previously the licence was obtained through Kiev, but today it is at the company's place of registration.
