Legal and regulatory issues
According to the law of Ukraine, medicine can be practiced by persons who have undergone appropriate training, received special education and meet common qualification requirements.
These requirements are specified in Order of the Ministry of Health of Ukraine No. 117 of 29.03.2002 on the qualification characteristics of professions.
These qualification requirements comprise:
- types of higher education;
- training programs;
- majors and specializations.

What is the difference between a major and a specialization and why is it important?
Major is a branch of medicine, for which the professional is trained.
Specialization is a branch of specialty, limited to a subject area of study and postgraduate medical education.
The term “Specialization” is used in Order No. 166 of the Ministry of Health of Ukraine, which generally regulates postgraduate education.
Thus, according to this Order, the Specialization is the acquisition of the medicine major covered by the Nomenclature of medical specialties.
Thus, in order for a dentist to be eligible to work as a junior specialist, such as an X-ray laboratory technician, he/she needs to acquire a specialization in X-ray radiography. Notice that the dentist doesn’t need to get an associate degree, as he/she has a higher level of education than the junior specialist.
To acquire a qualification level of a junior specialist in a specific specialization area, it is necessary to obtain a Certificate of advanced training and retraining of junior medical specialists and pharmacists in Radiography. This allows a person to legally work as an X-ray laboratory technician.
