How to reserve ultimate beneficial owners

In June 2024, the Cabinet of Ministers approved the possibility of reserving not only conscripted employees of critical enterprises but also their ultimate beneficial owners (UBOs). However, a practical issue arose: how exactly to implement the reservation of ultimate beneficial owners? The resolution only establishes this possibility without clarifying the procedure, which has created difficulties for businesses. Specifically, there was no clear understanding of whether these beneficial owners are reserved in addition to the 50% quota for businesses or if they are included within it. Most importantly, what documents need to be submitted for reserving ultimate beneficial owners.
