Recognition of Foreign Diplomas in Ukraine (nostrification)

• Determining the ultimate objective: education, employment, professional authorization, or a licensing project.

• Initial review of the diploma, diploma supplement, previous education, legalization, and translation.

• Determining the possible route: the Ministry of Education and Science (MES), an educational institution, recognition of professional qualifications, or the relevant industry authority.

• Identifying missing documents, external costs, and key risks.

• A written action plan for one person, one diploma, and one agreed objective.

The package does not include preparing or submitting applications, correspondence with authorities, translation, apostille, legalization, courier services, or representation.

• Clarifying the competent authority and procedure for the specific purpose.

• Reviewing the requirements for the diploma, diploma supplement, legalization, translation, and previous education.

• Preparing the application, questionnaire, and supporting documents for one diploma with one supplement.

• Providing the client with instructions regarding signing, originals, and the submission method.

• Assistance with submission, monitoring, and handling standard requests within the procedure.

• Receiving and legally reviewing the outcome.

The package does not include fees charged by ENIC Ukraine or another institution, translation, notarial services, apostille or legalization, courier services, comparative analysis, or non-standard repeated requests.

*Note: The package does not include recognition of professional qualifications or professional authorization in a regulated profession. A decision recognizing an educational document does not by itself grant an automatic right to practice medicine or another regulated profession.

• Determining the competent authority or qualification center.

• Reviewing the professional standard and requirements for qualification recognition.

• Analyzing educational and professional documents, work experience, and previous registration.

• Preparing and assisting with the submission of the professional qualification recognition package.

• Legal communication within the agreed assessment process.

• Reviewing the decision and determining the next steps.

*Note: The package does not include basic recognition of the diploma if it has not yet been completed, as well as training, practical demonstrations, examinations, an adaptation period, certification, or a professional license.

• Audit of the profession, specialty, postgraduate training, work experience, and intended professional role in Ukraine.

• Assistance with recognition of a foreign educational document if this stage has not yet been completed.

• Determining the current pathway for professional authorization in the healthcare sector.

• Preparing a professional dossier and assisting with the agreed submission.

• Reviewing additional requirements established by the relevant authority and developing a plan for their fulfillment.

• Subject to separately agreed modules, assistance with employment of a foreign national, work or residence permits, and inclusion of the specialist in the clinic's licensing structure.

• Verification of the documented outcome of each agreed stage.

The package does not include external fees, translation, legalization, training, courses, internships, examinations, certification, actual job search, judicial appeals, or unagreed licensing changes.

*Note: The scope of the package is determined only after the audit. For rehabilitation professions and other specific professions, the professional authorization procedure is assessed individually before the agreement is concluded.

• Translation of a diploma, diploma supplement, certificate, decision, or cover letter.

• Notarization of translations or copies.

• Apostille or consular legalization, where applicable to the document.

• Courier or postal delivery of documents.

• Obtaining or restoring a diploma supplement, transcript, or certificates from a foreign educational institution.

• Preliminary inquiry to an employer, educational institution, or competent authority.

• Attorney requests or other requests to Ukrainian institutions within the appropriate legal procedure.

• Preparation of an explanatory letter regarding a foreign document or Ukrainian decision.

• Assistance with fulfilling additional requirements, including courses, internships, knowledge assessments, or certification.

• Resubmission or response to comments following the return of documents.

• Analysis of a refusal and preparation of an appeal plan.

• Preparation or review of a power of attorney for a representative in Ukraine.

• Assistance with employment, immigration procedures, or changes to the licensing structure, subject to a separate assignment.

Additional services are agreed separately, as they depend on the country, profession, timeframe, document format, competent authority, and scope of communication.
