On September 11, 2019, the Cabinet of Ministers adopted Resolution No. 838, according to which the Ministry of Economic Development and Trade of Ukraine is responsible for monitoring the overseas employment services. This marked the beginning of a long process of transferring the cases that have been under the consideration at the Ministry of Social Policy, which at one point simply stopped their consideration, and the new licensing authority for some reason could not start considering them all this time.

Since the beginning of April, the Ministry of Economic Development and Trade has been publishing on its website daily the decisions on license cases that have been submitted during the whole period of downtime.

The licensing regulations on overseas employment services in the wording of 2018 are still in force. It seems that the new licensing authority has not yet had time to make its adjustments to the practice of issuing licenses.
