What is a Temporary Residence Permit?
The process of obtaining a Temporary Residence Permit in Ukraine is an important step for foreigners who plan to stay in the country for an extended period for work, study, family reunification, or other lawful purposes.
A Temporary Residence Permit (TRP) is a document that certifies the identity of a foreigner and grants them the right to legally reside in Ukraine for a specified period.
It is important to emphasize that a TRP does not change a person’s citizenship – they remain a citizen of their country. After obtaining a Temporary Residence Permit in Ukraine, the foreigner is granted certain privileges in Ukraine, including the ability to enter and exit the country without a visa, receive free medical assistance, and more.
The Temporary Residence Permit is issued for a specific, limited period, depending on the reason for its issuance. However, the application process can be complicated as it requires knowledge of the relevant legislation and procedures.

Grounds for Obtaining a Temporary Residence Permit
A temporary residence permit is issued to a foreigner or stateless person on the following grounds
- Family reunification: if one spouse is a Ukrainian citizen or holds a temporary residence permit in Ukraine.
- Employment: in this case, the basis is the obtained work permit for the foreigner, and the permit itself will be issued for the duration of the employment agreement.
- Employment in foreign representative offices: the basis is the certificate of registration of such a representative office.
- Participation in volunteer organizations.
- Studying at a Ukrainian higher education institution.
- Engagement in activities related to the development of culture, sports, or religious activities, among others.
Please note! Even if you currently do not meet any of the aforementioned grounds, it does not mean that obtaining a residence permit in Ukraine is impossible. Our company offers you the "Firm" PTP package in Ukraine, which includes company registration in Ukraine for obtaining a temporary residence permit and arranging a work permit as the company's director. There is always a solution, and we will find it for you.

- Apply to the migration service department or the branch of the state enterprise "Document."
- Submit the required documents and provide biometric data (photo, fingerprints).
- Verify the accuracy of the data entered in the application form.
- If necessary, attend an interview at the migration service or the Security Service of Ukraine (SBU).

Timeframes and Costs for Obtaining a Temporary Residence Permit in Ukraine
The procedure for obtaining a temporary residence permit may take some time. It is recommended to begin document preparation in advance to avoid unnecessary rush and potential delays.
Processing Time and Duration of the TRP
- Processing time: Document review and issuance of the TRP typically take from 15 working days from the submission of a complete set of documents to the State Migration Service of Ukraine (SMSU).
- Duration of the permit: The validity of the TRP can range from 6 months to 3 years, depending on the grounds for its issuance. For example:
- Study: For the duration of the study program.
- Employment: For the duration of the work permit.
- Marriage to a Ukrainian citizen: Usually 1 year, with the possibility of extension.
Cost of Obtaining the TRP
The cost of obtaining a TRP consists of mandatory state fees and, if desired, the cost of legal services.
During the process of obtaining a residence permit, the applicant must pay the following mandatory fees:
- State duty in the amount of 2 non-taxable minimum incomes of citizens;
- Administrative fee for processing the residence permit;
- Fee for administrative services related to obtaining the residence permit in Ukraine;
- Bank commission.
We suggest checking the updated fees on the official website of the State Migration Service.
The cost of legal services for obtaining a temporary residence permit (TRP) in Ukraine depends on several factors:
- The basis for obtaining the permit: It’s one thing to obtain a TRP based on marriage, though even here you’ll have to put in some effort. It’s another matter entirely to properly register a company for a foreigner, obtain the necessary work permits, and ensure there are no objections from government authorities.
- The scope of services and time spent by the lawyer: Often, lower prices hide a lack of client support. For instance, they might only offer document preparation and leave the rest for the client to sort out. Or, essential services such as obtaining insurance or arranging a registration address after receiving the permit may be missing.
- Guarantee of a successful outcome: Another common scenario is the provision of services without any guarantees. “We will do everything according to the rules, but after that, you submit the documents yourself, and we are not responsible for anything,” in such cases, they do not take responsibility for the outcome of your case with the State Migration Service.
Based on the above, our company has developed a pricing structure for our TRP service packages. We offer an optimal balance of price and quality, ensuring professional support even in the most complex cases. We value your time and strive to deliver the best results at a reasonable price.

You have the right to:
- Reside in Ukraine on a legal basis for the duration of the permit.
- Move freely within the country, except in areas with special restrictions.
- Work, provided you have the necessary work permit.
- Access medical and social services.
You are obliged to:
- Register your place of residence.
- Notify the State Migration Service of any changes to your address.
- Comply with the laws of Ukraine.
Reasons for Denial of a Temporary Residence Permit
A decision to deny the issuance of a Temporary Residence Permit in Ukraine is made by the State Migration Service (SMSU) and may be issued in the following cases:
- If the applicant's passport is expired, forged, or invalid.
- If it is found that false information or forged documents were intentionally submitted.
- If there are indications that the foreigner poses a threat to Ukraine's national security, public order, or the interests of Ukrainian citizens and others residing in the country.
- If the applicant is staying illegally in Ukraine, has a ban on entry, outstanding debts, or a criminal record within Ukraine, etc.
- If the person is a citizen of Ukraine.
- If the foreigner has not submitted all required documents.
- In other cases as provided by law.
This list is not exhaustive; the full list can be found on the official website of the Migration Service of Ukraine. The biggest issue is that the SMSU often does not explain its decision, simply citing a point from its internal instructions. Sometimes, the reasons for denial can be rather formal.
What to do if your application for a Temporary Residence Permit Is denied in Ukraine? It can be quite difficult to understand the true reasons for a denial without the assistance of an experienced migration lawyer. We will help you determine the cause of the denial by contacting the relevant state authorities and eliminate any obstacles to obtaining the permit. There are several courses of action:
- Appeal the decision of the Migration Service.
- File a lawsuit in court.

Answers to frequently asked questions
Can a temporary residence permit be converted into a permanent one over time?
Yes, but to do so, the individual must have lived in Ukraine with a temporary residence permit for at least 5 years.
Is a Type D visa and a temporary residence permit the same?
No. Many foreign nationals misunderstand the nature of these two documents. A Type D visa is a mandatory prerequisite for obtaining a temporary residence permit, but the visa itself is not the residence permit (it only allows the holder to stay in Ukraine for up to 90 days, during which the individual will obtain the permit).
How to extend a temporary residence permit in Ukraine?
To extend a temporary residence permit in Ukraine, submit the required documents no later than 15 business days before the permit's expiration to the territorial office of the State Migration Service of Ukraine. This will help avoid the need to reapply for the permit. Unlike the initial application, you do not need to leave Ukraine or obtain a Type D visa for an extension. However, all other documents must be gathered and submitted again.
Under what conditions is the exchange of a temporary residence permit in Ukraine conducted?
1. Changes in the information on the permit (for example, if the surname changes due to marriage or divorce). 2. Discovery of errors in the information on the permit. 3. Expiration of the permit. 4. The permit becomes unsuitable for further use. Please note! The law does not allow for the renewal of the permit, only its exchange. Thus, after the permit expires, you will receive a new one with a different number.
