The Process of Creating and Re-registering an NGO in 2026: Law vs Practice
According to Part 1 of Article 26 of the Law of Ukraine “On State Registration…”, documents submitted for NGO registration must be reviewed within three business days. However, Part 2 of the same article states that the review period may be extended if necessary, but by no more than 15 business days. At the same time, the law does not explain what “if necessary” actually means.
In practice, we have repeatedly seen that the Ministry of Justice finds such a necessity almost always. However, when making changes, there is one useful workaround that can help prevent your case from being placed in a long queue. In the registration application, you should tick the option “register changes within 24 hours”. You can also use the option “within 2 business days”.
As mentioned above, the faster the NGO re registration is completed, the more expensive the procedure becomes. But the key point is that the documents must be prepared flawlessly. The shorter the review period, the lower the chance that the registrar will call you, ask you to correct something, provide additional documents, and so on. The registrar has limited time, which means that if something is wrong, it is much faster and easier to issue a refusal.
