In accordance with the legislation, universal service providers (PUS) are those who have received the appropriate license for the supply of electrical energy to residential and small non-residential consumers. At the same time, according to the resolution of the NEURC, the price of universal services does not change independently by the electricity supplier. All calculations are made in accordance with the Procedure for Forming Prices for Universal Services. This document clearly defines the formula according to which the price of a universal service is formed, that is, the cost is clearly regulated by the state.
