Your temporary residence permit as a volunteer is about to expire. You are gathering the usual set of documents: your passport, insurance policy, confirmation from the NGO, and you think everything is ready for filing.
But sometimes the problem is hidden somewhere entirely different from where you are looking. For example, your place-of-residence registration may have ended long ago, and you may not even know it because it has had no effect on your day-to-day life in Ukraine. For the migration authorities, however, this is not a minor issue: without a valid registered place of residence, the permit simply will not be renewed.
This is exactly the situation in which a U.S. citizen who was volunteering in Ukraine contacted us. During our document review, we found that he had not had a registered place of residence for about a year, even though the law allows a much shorter period to comply with this requirement. Had he filed the documents “as is,” his application would have been refused, and instead of renewing the permit he would have had to address the violation after the fact, under pressure from the approaching deadline.
It is best to identify such an issue in advance, before filing the documents, rather than after the migration authorities have already refused the application. Before applying to a unit of the State Migration Service, it is important to conduct a full review of the documents and make sure they comply with legal requirements.

Client Situation: A U.S. Volunteer Whose Permit Was About to Expire
A U.S. citizen who was staying in Ukraine and volunteering contacted us. On this basis, the foreigner held a temporary residence permit that was approaching its expiration date.
The client needed to obtain a new permit on time so he could continue his lawful stay in Ukraine and continue his activities.
Before preparing the documents, our lawyers conducted a detailed review of the documents the client had and checked not only the grounds for renewing the permit, but also his compliance with the requirements concerning documentation and place-of-residence registration.
It was during this review that we identified an important issue: the client's place-of-residence registration had ended about a year earlier. Accordingly, during that period the foreigner effectively had no registered place of residence.
At first glance, this might have seemed like a secondary issue. However, it was critical to the permit process because a foreigner must comply with the statutory rules on place-of-residence registration and, when filing the documents, provide an extract confirming the registered place of residence.
Therefore, before filing the permit renewal documents, the identified violation first had to be resolved.

What Problems Can Arise When Updating Your Documents Without You Even Realizing It?
You should pay attention to:
- the validity of the passport and the accuracy of personal data;
- the existence and current validity of the registered place of residence;
- any administrative offenses or other circumstances that must be resolved before filing the documents;
- whether documents issued by the NGO meet the requirements for confirming volunteer activities;
- the correct spelling and entry of the foreigner's details (year of birth, full name, etc.).
Special attention should be paid to the registered place of residence. Its absence for an extended period—specifically, more than 30 days—may constitute a violation of the established rules.
In our case, the client had been without registration for about a year, although the law sets a much shorter period for fulfilling this obligation. Therefore, simply gathering the documents for a new permit and submitting them to the migration authorities was not enough.
The situation involving the identified violation first had to be formally resolved.
How to Resolve the Absence of a Registered Place of Residence and Obtain a Permit
The absence of registration does not mean the situation cannot be corrected. However, it is important to determine the correct sequence of actions.
In our client's case, our lawyers accompanied him to the relevant migration service office. During the visit, a violation of the documentation rules was established, an administrative offense report was drawn up, and the client was fined.
Only after that did our lawyers prepare the package of documents for obtaining a new permit.
It included, in particular:
- the U.S. citizen's passport;
- a valid insurance policy;
- a submission from the NGO confirming the grounds for the client's stay in Ukraine;
- an extract from the Unified State Register concerning the NGO;
- documents confirming that the administrative offense had been resolved and the fine paid;
After the documents were filed, the client underwent the required verification procedure, including a verification at his place of residence.
Following review of the documents, the temporary residence permit was successfully issued within 15 business days, allowing the client to continue residing lawfully in Ukraine.
After the new permit was issued, we also helped the client resolve the place-of-residence registration issue again based on his updated documents.
As a result, the issue was resolved comprehensively: from identifying the violation and formally documenting its resolution to obtaining a new permit and updating the place-of-residence information.

This case shows why renewal of a temporary residence permit should begin not with preparing a standard set of documents, but with a detailed review of the foreigner's overall situation.
In our case, the preliminary review revealed an issue the client was effectively unaware of: his place-of-residence registration had ended about a year earlier.
