You submitted the documents to the Ukrainian tax authorities, but the foreigner’s Ukrainian tax ID was never issued. For a foreigner, this usually means that something larger is put on hold: company registration, opening a bank account, a real estate transaction, employment, or inheritance formalities. The Registration Number of the Taxpayer’s Account Card (RNOKPP) is commonly referred to in Ukraine as an individual tax number or identification code, and it is required for these transactions.

A Ukrainian tax ID can still be obtained after an unsuccessful filing, but only once the specific cause has been identified and corrected. The most common issues are inconsistencies in personal data, problems with the passport or its translation, insufficient authority under a power of attorney, or questions about the legality of the foreigner’s stay in Ukraine. Resubmitting the same package will not solve the problem. At the same time, a message saying that the “tax ID is not ready” does not necessarily mean that registration has been refused.

If you have not filed yet, start with our guide on how a foreigner can obtain a Ukrainian tax ID in Ukraine. Here we address a different situation: what to check after an unsuccessful filing so that the next application resolves the actual cause of the problem.

Why the Ukrainian Tax Authorities May Not Register a Foreigner for a Ukrainian Tax ID

The reason a foreigner’s Ukrainian tax ID was not issued is determined from the applicant’s documents and the response from the tax authorities. Below are the main categories of issues that arise in practice. This is not, however, an exhaustive list of all statutory grounds for refusal.

Errors or Inconsistencies in Personal Data

Registration form No. 1DR is itself the application for registration, so the information in it must match the identity document. An incorrect passport number, an error in the date or place of birth, or an omitted mandatory field may prevent registration. Another common issue is that the first and last name in the application are spelled differently from the passport translation.

Under paragraph 6 of Section VII of Regulation No. 822 approved by the Ministry of Finance, inaccurate information or errors in the registration form may be grounds for refusal if they cannot be corrected within the prescribed period. The Regulation also allows the registration period to be extended to up to ten business days. In practice, first determine whether the tax authorities have already refused registration or are still waiting for corrections, because this determines whether a new filing is required.

Review the entire entry even if the tax authority’s comment concerns only one field. A second error that goes unnoticed now may stop the next application as well.

Problems With the Passport or Its Translation

Check whether the correct identity document was used for registration and whether it is sufficient to identify the person. For example, the application may have been completed using an old passport while a copy of a new passport was filed, creating inconsistent data.

Not everyone files a passport specifically. For stateless persons and persons with special status, the appropriate identity document is determined separately:

  • A foreigner or stateless person who holds a permanent or temporary residence permit may submit that permit.
  • A refugee submits a refugee certificate, while a person in need of complementary protection submits the corresponding certificate.
  • If the person has only applied for protection in Ukraine, they need a certificate confirming the application for protection and a copy of the passport document certified by the territorial office of the State Migration Service.

The translation should therefore be checked against the first name, last name, other personal details, and document particulars. If the person already has Ukrainian documents, the spelling used in those documents should also be compared. Any discrepancy should be explained or corrected on a proper legal basis rather than by choosing the more convenient version at random; otherwise, the same issue may reappear later at a bank or before a notary.

Important! The State Tax Service explains the document and translation requirements: a Ukrainian translation must be certified in the manner prescribed by law. An exception applies to persons who hold a permanent or temporary residence permit. Before ordering a new translation, first check whether a translation is required in your particular case.

Problems With a Power of Attorney When Applying Through a Representative

The power of attorney must expressly cover the actions the representative will perform: registration in the State Register of Individual Taxpayers and collection of the document confirming that registration. Authority granted for another procedure, such as selling an apartment, should not automatically be treated as sufficient for obtaining a Ukrainian tax ID. The representation requirements are established by Regulation No. 822.

The principal’s and representative’s details, the validity and form of the power of attorney, and its translation should also be checked. If the document was issued abroad, it is also necessary to determine whether an apostille or consular legalization is required. Under the rules for recognition of foreign official documents, the procedure depends, among other things, on applicable international treaties, so additional authentication is not required for every country or every document.

An apostille confirms the origin and authenticity of the document but does not expand the representative’s authority. The wording of a new power of attorney should therefore be reviewed before it is notarized abroad so that it does not have to be issued a second time.

Problems With the Legality of the Foreigner’s Stay in Ukraine

For a foreigner who is physically present in Ukraine, lawful stay is a condition for registration in the State Register of Individual Taxpayers. The State Tax Service notes that a Ukrainian tax ID is not issued when the permitted period of stay has been exceeded. In that situation, filing another application will not help: the immigration issue must be resolved first.

The review should cover entry and exit dates, the legal basis for staying in Ukraine, documents, and decisions of the State Migration Service. They are analyzed under the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” and any special rules applicable to the particular person. The expiry date shown on a residence permit alone is not enough to determine immigration status in every case.

The current validity of the residence permit should also be checked. The rules changed in 2026: foreigners and stateless persons whose temporary residence permits had become due for replacement after February 24, 2022 were given a transitional replacement period from May 7 through August 4, 2026. As of October 2026, that period has ended, so the former rule on automatic validity of permits during martial law can no longer be used as a universal basis for proving lawful stay. Status must be assessed based on the person’s current documents and individual circumstances.

How to Identify the Actual Reason the Ukrainian Tax ID Was Not Issued

“Tax ID refusal” is not always an accurate description of what happened. Even when someone says that the tax authorities “refused to issue an ID number,” it is necessary to determine whether the documents were not accepted, corrections were requested, or registration was actually refused. The next step depends on which of these occurred.

What happened

What it means

What to do

The documents were not accepted

The application process did not start

Correct the filing package and submit the documents again

You were asked to correct the data

Registration is still in progress and the review period may be extended

Correct the issue within the current filing; a new application may not be necessary

You were told that the “tax ID is not ready”

The documents are still being processed; this is not a refusal

Confirm the current status and whether any corrections are required

Registration was refused

The application ended without registration

Identify and correct the cause, then reapply or assess whether the refusal should be challenged

The number was assigned but the taxpayer document was not collected

Registration has been completed

Resolve collection of the document rather than registering again

To determine your situation and the scope of corrections required, follow these six steps.

  1. Identify the current stage of the procedure. Collect copies of the documents actually filed, the filing date and location, proof of acceptance if available, and the tax authority’s response. Determine whether registration has already been completed.
  2. Clarify the substance of the issue raised. If the explanation was only verbal, request a written response stating the specific reason and the legal provision relied on. Distinguish a request to correct data from an actual refusal decision.
  3. Compare form No. 1DR with the supporting documents. Check every field against the passport or other appropriate identity document and its translation. Use the current version of the application form.
  4. Review the representative’s authority. Compare the actions entrusted to the representative with the wording of the power of attorney and check the parties’ details, authentication, and translation. Determine whether the issue concerns filing the application or only collecting the taxpayer registration document.
  5. Assess the immigration basis where relevant. Determine whether the permitted period of stay was actually exceeded and which documents confirm the person’s current status.
  6. Determine the required scope of corrections. Depending on the cause, a new application form may be enough; in other cases, a corrected translation, a new power of attorney, or resolution of an immigration issue may be required first.

The result of this review should be a short list of the documents that need to be corrected or replaced and the actions required before the next filing. There is no need to reissue the entire package without specific grounds: this only adds the cost of new translations and certifications without bringing the registration any closer.

A Foreigner Was Not Issued a Ukrainian Tax ID: Can the Documents Be Refiled After a Refusal?

Yes. An unsuccessful filing does not by itself prevent a foreigner from registering in the State Register of Individual Taxpayers. The key question is whether the obstacle that prevented registration has been removed.

How to obtain a Ukrainian tax ID after a refusal depends on the identified cause: the application or translation may need to be corrected, personal details aligned, or the power of attorney reissued if the representative’s authority was insufficient. Before refiling, the entire package should be checked again.

If the tax authorities are still processing the documents, first ask how the deficiencies can be corrected within the current filing. If the number has already been assigned, applying again simply to obtain a different number is not the correct approach.

An obvious application error, such as a transposed digit in the passport number, can often be corrected without legal assistance. A legal review is more useful when inconsistencies affect several documents, the power of attorney was issued abroad, there are questions about the permitted period of stay, or an upcoming transaction creates a deadline.

If the stated reason for refusal appears questionable, properly prepared documents should not be repeatedly reworked without cause. The legal basis for the tax authority’s position and the possibility of challenging its decision, action, or inaction should be assessed. This right is provided by subparagraph 17.1.7 of the Tax Code of Ukraine. The procedure and deadlines for a challenge depend on the specific circumstances.

What to Do if the Problem Is the Spelling of the Foreigner’s Name

The Ukrainian tax ID has not yet been assigned. Determine which document contains the discrepancy—the passport, translation, or application. Compare the spelling with any Ukrainian documents already issued. If the error is in the translation, prepare a properly certified corrected translation and use the verified details in form No. 1DR. Do not change correct documents merely to match an earlier mistake.

The Ukrainian tax ID has already been assigned, but the personal data is incorrect. In that case, the existing registry entry must be corrected: changing personal information does not change the registration number itself. This is a separate procedure, and we explain separately how to correct an error in a foreigner’s Ukrainian tax ID.

Can a Ukrainian Tax ID Be Reapplied for Remotely Through a Lawyer After a Refusal?

Yes. A previous refusal does not prevent filing through a properly authorized representative. This is convenient if the foreigner has already left Ukraine or does not plan to travel to Ukraine. The State Tax Service’s guidance on filing through a representative confirms this option.

Start with copies of the previous filing package and the tax authority’s comments. These will show whether the existing power of attorney can still be used, what needs to be changed in the translation, and which originals will be required. If the power of attorney must be reissued abroad, its wording and authentication procedure should be agreed before it is signed and sent to Ukraine.

Representation does not automatically cure the original problem: document corrections or resolution of the immigration issue may still be required. However, the fact that the foreigner is abroad does not itself prevent the procedure from being completed.

How a Ukrainian Tax ID Refusal Can Affect the Foreigner’s Next Steps

Before refiling, consider what transaction requires the tax ID and at what stage it will be needed. This determines the priorities: if company registration, a banking procedure, a real estate transaction, or inheritance formalities are approaching, it is important not only to address the tax authority’s comments but also to ensure that the corrected personal data will work for the next document package.

Agree with the bank, notary, or lawyer handling the next procedure on the deadline, the tax ID document required, and the personal details that will be used. For example, if the number is needed to open a bank account in Ukraine for a foreigner, confirm the bank’s requirements for name spelling in advance. Also determine what preparatory work can continue in parallel while the tax authority’s comments are being resolved.

A common trap is correcting the passport translation for the tax filing while the real estate purchase agreement is still being prepared using the old translation. The problem fixed at the tax-registration stage then reappears during the transaction. The spelling of the name should therefore be aligned across both document packages from the outset.

How We Help With a Repeat Ukrainian Tax ID Application Without Reissuing Unnecessary Documents

A repeat filing makes sense only when the actual cause has been resolved. We therefore start not with a new form No. 1DR, but with the status of the previous filing and the tax authority’s comments, and use those to determine what must be corrected.

You then receive a clear action plan: which documents can remain unchanged, what must be corrected, whether a new translation or power of attorney is required, whether there is a separate immigration issue, and the order in which the steps should be taken. Where representation is available, we prepare the package and handle the repeat filing without requiring your personal presence in Ukraine.

If the Ukrainian tax ID is needed for business, banking, real estate, or another procedure, we immediately compare the corrected personal data with the requirements of the next stage so that resolving one discrepancy does not create another. If the refusal appears unjustified, we also assess whether a repeat filing or a challenge to the tax authority’s decision, action, or inaction is the more appropriate route.

Answers to frequently asked questions

Can I Reapply for a Ukrainian Tax ID After the Tax Authority Refuses Registration?

Yes. Once the cause has been corrected, you can apply again. First verify that the number truly has not been assigned: if registration has already been completed, the issue is collecting the taxpayer registration document or correcting the personal data, not registering again.

Does a Message Saying the “Tax ID Is Not Ready” Mean the Tax Authority Refused Registration?

No. It usually means that the documents are still being processed or that a correction is required. Confirm the application status and any outstanding comments before filing the documents again.

Will a Foreigner Be Issued a Ukrainian Tax ID if They Overstayed in Ukraine?

If the foreigner remains in Ukraine without a lawful basis, the tax authorities will not complete the registration. The immigration status must first be reviewed and regularized; a repeat tax application does not cure the overstay.

Can the Ukrainian Tax ID Documents Be Refiled Through a Representative Without the Foreigner Traveling to Ukraine?

Yes, provided the representative has properly documented authority and the required documents. Before refiling, the cause of the previous issue must be corrected, and a power of attorney issued abroad should be reissued in advance if necessary.

What Should I Do if the Ukrainian Tax ID Was Not Issued Because of an Error in the Passport Translation?

Identify exactly which details were translated incorrectly, prepare a properly certified corrected translation, and align the application with it. If Ukrainian documents have already been issued, compare the spelling with those documents as well.
