Obtaining a veterinary practice license is the final and most anticipated stage prior to the long-awaited opening of a veterinary clinic, outpatient facility, or care station. It often feels as though the hardest steps are already behind: premises have been selected, renovations completed, expensive equipment purchased, and a team of specialists stands ready for their first patients.
However, an official decision from the State Service of Ukraine for Food Safety and Consumer Protection refusing to issue a license can instantly freeze a business launch for weeks, if not months.
For many entrepreneurs, a refusal comes as a complete surprise. In practice, the vast majority of errors are routine, resulting from oversight or a misinterpretation of licensing terms caused by a lack of experience in dealing with regulatory requirements.

A medical license alone is not enough to launch opioid agonist therapy in a private clinic. The clinic must coordinate controlled-drug licensing, premises, police approval, medication records, eHealth, and NHSU requirements where applicable.
Adding a pediatrician to the service list is not enough. A pediatric service line changes licensing, physician qualification, consent, medical data, and front-desk procedures for working with minors.
A private clinic using supplied blood components for transfusion does not follow the same licensing route as a blood collection facility. It still needs a hospital blood bank, transfusion immunology testing, hemovigilance, and traceability.
School psychologists, speech therapists, rehabilitation specialists, and massage therapists do not always require medical licensing. The key issue is whether their actual work is educational or corrective, or amounts to medical care or rehabilitation.
