Until quite recently, medical institutions frequently encountered the familiar and dreaded term "license revocation." It was associated with a final decision, a full stop in the history of a medical business, and a complex journey back into the legal field. Today, this concept no longer exists. The Ministry of Health has removed it from the regulatory reality, leaving only two instruments of influence over medical practice licenses: suspension and termination.
At first glance, the difference between these concepts seems purely terminological. However, in practice, it is this very distinction that determines whether a medical facility has a chance to "pause" its activities or if it faces the complete end of its licensing story—with no way back. Choosing the wrong mechanism often costs a business more than the work stoppage itself: additional inspections, lost time, blocked future plans, or the need to start everything from scratch.

A medical license alone is not enough to launch opioid agonist therapy in a private clinic. The clinic must coordinate controlled-drug licensing, premises, police approval, medication records, eHealth, and NHSU requirements where applicable.
Adding a pediatrician to the service list is not enough. A pediatric service line changes licensing, physician qualification, consent, medical data, and front-desk procedures for working with minors.
A private clinic using supplied blood components for transfusion does not follow the same licensing route as a blood collection facility. It still needs a hospital blood bank, transfusion immunology testing, hemovigilance, and traceability.
School psychologists, speech therapists, rehabilitation specialists, and massage therapists do not always require medical licensing. The key issue is whether their actual work is educational or corrective, or amounts to medical care or rehabilitation.
