The pharmaceutical reform launched in 2025 is gradually changing the rules for the pharmacy business in Ukraine. One of the state's new steps was the introduction of additional requirements for the transparency of the pharmacy market structure and the activities of its participants.
As part of these changes, those who already hold a license to sell medicines have a new obligation: to notify the regulator of the pharmacy establishment's affiliation with a pharmacy chain. The relevant information must be submitted to the State Service on Medicines by March 19, 2026.

Adding a pediatrician to the service list is not enough. A pediatric service line changes licensing, physician qualification, consent, medical data, and front-desk procedures for working with minors.
A private clinic using supplied blood components for transfusion does not follow the same licensing route as a blood collection facility. It still needs a hospital blood bank, transfusion immunology testing, hemovigilance, and traceability.
School psychologists, speech therapists, rehabilitation specialists, and massage therapists do not always require medical licensing. The key issue is whether their actual work is educational or corrective, or amounts to medical care or rehabilitation.
For companies with hazardous working conditions, employee medical examinations form part of occupational health management. An in-house occupational health office requires suitable premises, equipment, qualified staff, and medical licensing.
