The import of freons, refrigerants, and other fluorinated greenhouse gases in Ukraine is classified as a regulated foreign economic activity. To import these goods, a business entity must secure the appropriate import license and ensure it is registered in the unified registry of controlled substance operators.

The contract, specification, invoice, and supporting commercial documents form the baseline for the Ministry of Economy's evaluation.
