As of January 1, 2026, the rules of the security market have changed radically. The entry into force of Law No. 4698-IX and amendments to the Licensing Conditions (CMU Resolution No. 1087) effectively prohibited security companies from operating under the single tax system and introduced comprehensive personnel oversight through state registries.
The new control system is built on automated data exchange between the Ministry of Internal Affairs, the Territorial Recruitment Centers (TCC), and the Tax Service. Violations are now detected in real-time rather than during infrequent inspections. An error in submitted documents or the lack of a valid military ID for even a single employee is no longer a subject for lengthy discussions with an inspector. It is a direct ground for issuing an order to rectify violations, and in cases of non-compliance or recurrence, for the revocation of the license.
