Blank reports do not have to be submitted to many authorities. However, this does not apply to electricity suppliers and does not affect their reports to the National Energy and Utilities Regulatory Commission (NEURC). Interestingly, suppliers of other resources, for example, natural gas, are not required to submit empty reports to this same NEURC. Whether this is fair or not is another question.
